Phil’s career includes serving as Executive Director of the Texas Department of Transportation, Texas’s 106th Secretary of State, and senior leadership roles in Luminant and the Austin Chamber of Commerce. He currently chairs the State Energy Plan Advisory Committee and serves on multiple boards shaping Texas’s energy and public policy landscape.
